What Does Complete Mean?

Complete in Practice
Completion status is one of the most consequential pieces of metadata on any archive, because many readers refuse to start unfinished stories after enough WIP heartbreak. AO3 displays it as posted chapters over planned total — 12/12 is complete, 12/? is an open-ended WIP — and the 'Complete works only' filter checkbox is, for a sizable population of readers, permanently enabled. A oneshot is complete by definition at 1/1. The status also carries small dramas: authors marking a work complete and later adding chapters, or stories sitting eternally at 29/30, a number fandom regards with collective dread.
